It was not "their" (the Governor's) claim. You quoted a random citizen and extrapolated what he said as being the Governor's unstated intent. I am not the one making leaps here based on what was initial said by her versus what they are now claiming their true intention was.

If their intent was to prevent hoarding, they could have originally petitioned for the drug(s) from the federal government while telling their citizens something else. This is not what happened and now the story has retroactively changed with various excuses.
