countries with strong social safety nets (what you call "socialism" but is actually just mild democratic socialism) are under-girded by strong capitalist economies. that's what helps them pay for things they consider human rights such as housing, education, and healthcare. they also have sick leave because their citizens aren't ground into submission by a system that does not care whether they live or die, much less if they are happy and healthy.

additionally, those places can weather a storm like this because they have a robust public health system that responds to the needs of the people using it and not healthcare executives' bank statements. look at anywhere that was able to ramp up testing faster than the united states and you'll see most of them are countries with public healthcare.
