Yes. I've noticed that many of these high-tax/generous welfare states in North Europe seem to be operating on the faulty assumption that everybody thinks as they do as far as contributing to the commonweal of everybody in the nation. Other cultures, particularly those in poorer parts of the world, have much lower levels of "societal trust", and their "sphere of loyalty" rarely extends beyond their immediate family/clan/village, etc. They see giving part of one's income to a fund to help people on the other side of the country (or world,) that they'll never meet is pure lunacy. They are perfectly willing to take, but don't see that they have any moral obligation to give back. Probably the starkest example would be Somalis from a country where "They hail from nomadic societies where trust is reserved for the clan" gobbling up world-famous welfare benefits in Sweden, while often being unwilling to integrate and look for work.

This, no doubt, will pose a serious threat to the sustainability of the welfare state as those benefits can only be afforded when everybody sees it as their duty to contribute if they can.

It can't be addressed until these European leaders admit that many of their newcomers are of cultures that don't value altruism and charity on the large-scale as virtuous... and until they can possibly bring themselves to criticize some aspects of these other cultures, the welfare state will just be bled dry.
