Yes, I use a Fire Stal shield with Magicka reduction, mixing in a bash here and there to speed up the drain. The bash itself does 91 damage against lvl 58 liches, thus neglectable. Much more important: With combined resist he cannot kill me. What he does as damage is neutralized by Surge/ Absorb, even when I bash. Once he is depleted I swap out my extra resist armor, unequip shield and easily whip him dead with my fire sword.

Best in slot for anti-liche shield till 60ish Abyss level (in my universe) is max tempered Elven, Stal or Glass depening on playstyle, above that - when they hit harder - Light Daedric could be best, dunno, don‘t have one
