I'm using a throw-away because I used to work for OCS. What you need to do is contact the top brass of OCS and explain your situation. I guarantee you they will look into this. There are some good people who work for OCS, so I hope you don't take this unfortunate situation to paint an image on all of OCS. With that being said, there are definitely some rotten apples that work there.

As it turns out, he's a preferred counselor that works with OCS and, as a supervisor, she has the power to direct or not direct cases to his office. We believe that this is a violation of the Social Worker Code of Ethics and are planning to draft up a complaint to file with the licensing board, as well as the community relations director for Alaska OCS.
If she failed to direct a referral to his office, she can get reprimanded. But it is not a violation.
One week later we receive another letter saying that the previous outcome had been reviewed by the supervisor and the report had been substantiated, but no further action was necessary. We believe that this is also in violation of the Code of Ethics and is an abuse of her power and position at OCS,
This is not a violation. An unsubstantiated/substantiated decision can only be over turned by a Protective Services Manager I.
This is the way OCS works
Unless the person in question is a Protective Services Manager I (the only ones who can overturn decisions), there is no violation here or abuse of power.
It turns out her best friend is in charge of intake at the OCS office here and screened it out, but not before letting her read it.
OCS Offices have multiple supervisors in their Intake departments. There is no one person "in charge" of Intake.
This has to be a huge violation of confidentiality and ethics and abuse of positions or something! Aren't OCS reports supposed to be anonymous?
The person who makes the report of harm has to specifically state they want to remain anonymous. Unless that requirement is made, it is not anonymous. The report of harm will be printed into a report template and the person's name making the report will be on there. This information is readily available to anyone that works for OCS.
she's using her position at the OCS office to further her personal vendetta against us. Can anybody suggest anything we aren't already doing?
