Sadly, I am a bit skeptical whether or not that laptop can run those components without any throttling. Instead, the MSI GT75 Titan is rather large, but it guarentees no thermal throttling issues with its large chassis and durable design. Sadly it is a bit over budget. The laptop's OS is Windows 10 Home, as expected. The RTX 2080 graphics card and i9 processor should not disappoint, you'll get great performance on a high refresh rate display and external displays. I would've recommended an RTX 2070 laptop, but on 4K you'll probably need to push out as many frames at possible to improve your experience. The bezels are sadly rather big even with the 17.3" dispaly.
