Looking for a mix of base building and turn based rpg combat.

Such a game exists! It's called Mutant Year Zero: Road to Eden and it's available for PC and consoles.

You live on a makeshift base built on a highway overpass and you need to assemble a squad and go out on missions to scavenge for parts to help build and upgrade your base. Exploration is in the style of an open world RPG with an emphasis on stealth, because whenever you encounter enemies the game snaps into an XCOM style turn-based combat mode where not having been spotted gives you a huge advantage.

Super fun, would definitely recommend!
