What does it mean to have a level 25 character?

Pathfinder ordinarily goes from level 1 to level 20. That's one of the game's defining characteristics from way back when it started out as AD&D (D&D going up to level 36 if you included the extra boxes except the Immortals box).

You could include Mythic, I guess. In which case I might construe the question as a "Level 20, Mythic 5" character.

You might just extrapolate further from a class' progression to achieve level 25, or perhaps invent a Prestige class or Advanced class that is post-level 20. It might mean something like the Epic progression from the D&D 3.0 handbook "Epic Level Handbook". You might also try to get a copy of the old Immortals Handbook to see what it says about post-level 20 progression.

Why do you want a level 25 character?

The context might help understand what you mean by level 25 character. It seems that you want a planar-hopping band of mercenaries - is the level 25 character the leader of that mercenary band? A sort of multiversal Jarlaxle, for instance?
