Looks like SpaceX took F9/Zuma off the TEL at 39A and is performing FH upgrade work in the downtime.

Afaik Cape Canaveral did require CCAFS assets to monitor the launch but with the switch to autonomous flight termination that may no longer be the case.

Some assets are not needed with AFSS (radar tracking from the ground), and fewer people are needed, saving "~half" of the range-related launch costs, allowing more frequent launches, and of course making it possible to launch even when the unneeded systems are offline. From an August article:

"The AFSS instead relies on GPS onboard the rocket to determine whether it has deviated from a programmed safe flight path, and if the rocket must be detonated, the system will do so on its own. The new system requires only 82 workers on the ground, compared with 245 for the old one, and much of the infrastructure is no longer required. This significantly cuts the cost of a launch, and the Air Force needs much less time to prepare for it."
