I dislike social democracy in Scandinavia, however those countries are best example of how anarchists and socialists alike should work with criminals, because most of the criminals get rehabilitated properly, and get back to the society like every worker. Aka they get treated like actual human beings.
Your sources are flawed, the reason why recidivism is low in Norway is because we lock people up for offenses most other countries don't so we have MANY more first time offenders / minor offenders in prison. So if you want a Norwegians solution (since we have the lowest recidivism rate in scandinavia) You would lock people up for offenses you are currently not jailed / imprisoned for in California.
Violent crime, rape, break ins, murder etc, are pretty similar in Norway to rest of the western world when it comes to recidivism, so if you think we have a solution just because we spend 10x the amount of money on prisoners, we don't.
