If you don't need a physical bank, I recommend either Charles Schwab or USAA. CS has free checking with no limit. Also, no ATM fees world wide, which come very handy when traveling. As for USAA, you'll need to have a military background or a parent/partner who served in order to join. Both of these have excellent services and customer support.

As for your ATM issue, if it's a non-bank ATM, most likely it's the ATM's fault. Some people try to buy ATMs and run them as a business. Which means they're responsible for repairs and the cash. They're the least maintained and they don't want to take the blame for their crappy machines. Best to use an ATM from a bank that uses Diebold, Wincor, or NCR ATMs. The company's logo will usually be above or below the monitor.
