Do you have neighbors you’re friendly with? Sometimes it takes a concentrated effort to annoy the cops. Also don’t call 911. Call your local precinct that you know sends the cops out. So like you call. Have your sister call 5 minutes later (different number), then 10 minutes later have a neighbor call. If you can get multiple neighbors to do this it is especially helpful. And keep going. So it doesn’t help to spread out 200 calls over several weekends, no no, I would start calling the minute noise laws hit effect (check your local laws, sometimes it’s like 10pm), set an alarm to go off every half an hour and call the cops. If you’re not sleeping, make the call and let them know you called but no one has shown up. Oh you need to call 311? Yes, you tried that and no one has come out yet. Oh you need to wait. Ok. Call them back in half an hour. Have the same conversation again. Usually takes about 3 or 4 calls for them to get pissed off enough to send someone.
