Louisiana’s “free college” program was supposed to help the poor. It may have made things worse.

I dont get it. Everyone equally using a merit based achievement program is a bad thing? Whats the alternative, only high achieving poor background students get to go to college free while students from higher income families have to take on student loan debt regardless of achievement? Wouldnt qualify for the PELL grant either.

I believe the TOPs program helped retain some good students in a not so great education system. Without TOPs a lot of students wouldn't have much incentive to stay. TOPs is pretty great program imo. You drop below a certain GPA you're put on probation. Dont bring it up, you lose it. The only problem with TOPs imo is there should be some state retention requirement after graduation.
