It's not when put in the context of "trying to cut down"
Someone can just want to try to cut down for calorie reasons, not because of any problem with alcoholism.
I drink once every four-six months. I still found myself deciding to cut down that ONE night I drink, explicitly because I realized I was consuming extra calories I didn't need and then had to work harder to burn off the next day.
I still have the urge to keep drinking, because I drink like twice in the entire year and am having a lot of fun with my friends AND love the taste. But I still want to cut back in order to not consume extra calories or put on any extra weight.
According to your logic, I need help with my alcoholism since I at all have the thought of "I should cut down."
