LSPD mismanages their department, says they're intentionally burning the whole thing down to rebuild it from the ground up, and then pushes for every department to be rebuilt.

IDK how this is anyone's problem but LSPD's at this point. Everyone in the department wanted to keep stirring and stirring instead of trying to actually introspect in the environment they created. And now they need to get bailed out because they realized that the people that put in the hours and the work got pushed out and rebuilding will be difficult as there aren't enough qualified people to do it. A bunch of inactive people waking up and smelling blood in the water looking for promotions doesn't help.
