Man you really sound like a condescending ass just cause someone disagrees with you. There's a difference between the devs knowing about something and intending for it to exist. The game was under a short dev time, they couldn't even make every character/move work the way intended, so why would they focus time on advanced techs when they saw the game only as a party game? The same mechanics that they took away in brawl when they actually had more dev time. On top of that, sakurai at the time considered wavedashing as a landing option at most. Why would they ever make a character with the intent of them being bad unless people use an undescribed tech? Your point about z-canceling is irrelevant, cause it would be equally ridiculous to say that a character was designed to specifically be bad unless players figured out how to z cancel magically without any notion from the game.
