Your high school can only stop you from having a license while you're still in high school. If you're still in high school, it's good to get a head start on these steps, if you're out of high school, go through these steps at a reasonable pace:

1. google up your nearest DMV and see what the requirements are
2. Write out a reasonable timeline: do you need to take a class: how long is the class, how long while it take you to earn the tuition?
3. Can you bike to the class? Do you need a friend or neighbor to give you a ride? Start asking. Make a rejection goal "This week, I'm going to get 3 people to say "no, I'm sorry, I can't give you a ride" " until someone says yes, or enough people say "to some of the classes"
4. Google "driver's test" and your state or province or whatever's applicable where you are. Take the test and score it. Do you pass? How long will it take you to study for it?
5. Do you need behind the wheel? Find an aunt, uncle, reasonable-adult-figure to take you to a parking lot, and then around town, and eventually on a highway (in that order, without skipping steps). Say "I want to surprise my dad by getting a license without him having to lift a finger" Don't fall for your own lie, you are doing this so that you can be proud of yourself, his ideas of you aren't worth noticing.
6. If aunt/ uncle/ some-reasonable-adult-person can take you for the test, all the better. By this point, you may even be able to bribe ndad into going, but if you can get literally ANYONE else to take you, you're better off.
7. if aunt/ uncle/ some-reasonable-adult-person can go with you when you announce to ndad that you have a license so that he has to pretend to proud because someone's watching, all the better!

If ndad finds out that another adult is doing his job, he may get angry, he may try to get involved. LIE. "I know how hard you work and how tried you are" "aunt so-and-so and I just wanted to do something nice for you"
