I'm sorry that didn't go well but good for you for doing something positive for woman kind. I'm sure that this sort of thing goes a long way. I often do this myself with women, most of the time it goes well and women appreciate the genuine compliment. I've had some people act like I'm insane or weird or afraid I'm going to make them gay (I do find women attractive but I never compliment in a sexual way since that sort of thing ought to be mutual not one sided coming onto a stranger) but the vast majority of women do appreciate it. Also I guess you never know what kind of day some woman on the street is having or how close to the edge someone might be.
