I’m a Tier-2 Recruiter and I’m going to have around 40 days of leave - use or lose

Take leave. MFR anything with dates that something vindictive took place. Submit leave. They have no real justification to deny it. It wouldn't be in your flight chief's best interest, but that's not what this is about. Leave is a right. Pay attention to feedback and your EPR. If something seems out of the ordinary you fight it. Remember, MFR everything that seems wrong. Just because they are in charge doesn't mean they can't be wrong. If you let them hold that type of power over you, it will be a long tour in your job.

Stand your ground. Tell him you've submitted leave on the dates you choose. If he has something to say about it, MFR it. Contact your IG. Keep records of communication with them. There's means outside the job if these systems are failing you. Don't let someone take days away that you are owed for your time served.
