I run a staff magicka nb build that's based on applying steady pressure and letting my openent run low on stamina and magicka while keeping mine high.

Here's what I run:

2 heavy/5 light armor - still finding the ideal sets to use but I try to run heavy on regen due to the 60% cost increase poison. I'd rather gimp my damage slightly than risk running oom. My priority is basically regen > spell power = max magicka > crit.

This is by no means scientific but I tend to find that if I can spam cloak almost endlessly then I have enough regen. If I can spam cloak literally indefinitely then I probable have a bit more regen than I need.

I run full impen due to how crazy burst is right now and play very defensively.

Bar 1 [Destro Fire, Sharpened]:

-Swallow Soul -Crippling Grasp -Harness Magicka -Merciless Resolve -Flex Spot: Structured Entropy/Flame Touch/Mark -Ultimate: Soul Harvest

Bar 2 [Resto Staff, Defending]:

-Double Take -Shadowy Disguise -Mass Hysteria -Shadow Image -Healing Ward -Ultimate: Ice Comet (if you don't have this yet I'd recommend Soul Tether)

A more bursty but also more risky variation on this build would be to run dual wield swords/resto and replace Swallow Soul, Structured Entropy, and either Harness Magicka or Merciless Resolve with Concealed Weapon, Lotus Fan, and Sap.
