Yes but there should be laws against owning unoccupied housing.... or at least extra fees associated with it. Part of the reason why so many poor are homeless

In America, in major cities a significant portion of the housing is owned but unoccupied whilst simultaneously not being able to provide enough low income housing for their low class. Landlords would rather keep a place at 25% occupancy as a luxury fitted apt then at 100% at living wages.... home owners would rather keep a boarded up Bando and wait for the right "time" then to sell it as is or with simple accommodations. Its not a mystery to these large cities how many low class workers they should expect yet homelessness amongst vacant houses persists
