What we need to do is set up crack and heroine dispensers, like 20-30 of each them, 15-30 miles outside city limits. The dispensers will dispense small amounts of crack / heroine at random 15-30 minute intervals. All day and night. While your at it just build a random overpass, not connected to any roads, for them to hang out under. Put up some tall fences around them, and metal detectors to get in and out, so they don't bring weapons to hurt each other. Build two chilis in the center of the fenced in area. Fill them with a bunch of bathroom stalls water fountains, and food dispensers of some sort. Make everything out of concrete, so the junkies can't burn it down after they nod out with a lit cigarette in their hand. No electricity, so they won't think about ripping up the walls for copper. Have a dispute resolution center, where the crackheads can go at it. Give them a bunch of plastic bat's to whack each other with and balls to throw at each other. Coat the floor with some kind of rubberized matting so they don't get hurt. No showers, just a sprinkler system that goes off every 12 hours that starts out with alternates between a 3 minute cycle of water mixed with chocolate axe body wash and a 5 minute cycle of blue colored water just for shits and gigs. Also, to keep the area clean, put the meth heads to work and implement some kind of clean for meth system. They can clean the shit and piss up with some low pressure water sprayer and scrub anything they want. Every night at 4:00 am sprayers located around the park will disperse a mist of ambien that will put them to sleep, so the crack and meth heads don't get too strung out for too long and start peeling their skin off. To fund the park you could implement some kind of livestream betting system in the dispute resolution center. To negate the initial inevitable bad press the junkie theme park will receive, build an addiction treatment center right next to it.

Ethics aside, I think they'd go for it.
