Do I (a manager) have a poor HR department, or do I need to shape up? (disability accommodation)

Did you inform the HR person who sent you the email that you had been told to just send documentation and that was it?

Did you seek guidance from HR prior to the previous termination?

Yes, and was told to just go ahead.

And because they didn’t seek you out you didn’t feel that they were willing to help? Is that what I’m reading?

Because the previous HR staff had were super hands off, and had always said, just do it and send us the documentation afterwards, I thought that that was how I should proceed. I'm not just throwing decisions around; I've consulted my department head, I've sought out mental health sensitivity training for managers. As recently as two weeks ago, I've contacted them saying "Employee has presented me with a medical note to go on reduced time"
