Do many companies use credit history to make hiring decisions?

I had an immaculate credit rating for around 25 years. Always hovering around 800. A couple of years ago I was in an automobile accident that required 3 extensive surgeries and kept me out of work for over 8 months. Even with insurance, we owed many tens of thousands of dollars in medical bills we couldn’t pay. We did what we could, and still are. But we are still way behind.

Physically things are better.  My most recent job application (with the state as a teacher) was met with outstanding reviews, and I literally thought I was within hours of getting an offer.  But I received a letter saying that my low credit score kept me from being eligible.  I just ran a Credit Karma report that showed a score of 700 and 659 from TransUnion and Equifax respectively.  I know that’s not great, but it’s where I’m at now.  

Am I doomed?
