Mao had a point

My 80 year old father-in-law is unfortunately a slumlord with multiple properties and I'm not sure what to do with them when we inherit them. They're too disgusting and unsafe to keep standing but most of them are 100+ year old heritage designated houses (split into 7+ units) so they can't be knocked down. I also feel bad kicking people out because the city is so expensive and his places are so shitty that it's usually the last place the tenants can afford before they have to quit their jobs and move out of town. Honestly if anyone has a good idea let me know. City enforcement is worthless, he's been paying fines for 50 years at least because it's cheaper than actually providing suitable, legal housing.
