Starched genes prevents Radaway from curing the mutation, it does not prevent Radaway from suppressing it - which it does when you take it for the entirety of its duration. If you pop Radaway constantly (for whatever reason) the mutations you have do not matter, they will always be suppressed. No perk affects this.

There's a multitude of ways to clear rads without using Radaway that do not suppress mutations. Utilize them instead, and you're free to enjoy whatever mutations you acquire, forever, as long as you don't accidentally pop a Radaway or enter a detox shower without Starched Genes Lv. 2 on.
