Mason Holgate pushes Roberto Firmino in the stands

Correct me if I'm wrong, but doesn't the ref's course of action allow the incident to be reviewed by the FA? If he had yellow carded them both I think that would have been the end but now the FA will surely review, fine, and ban both players. Holgate obviously for the push, Firmino for the abuse (which the ref seemed to hear and looked like it must have been pretty serious, possibly racial?).

I think this is why the ref consulted with the 4th official for so long. He wanted to be clear that if he didn't see Holgate commit the foul and therefore couldn't card him but he DID hear Firmino and it was a red card level of abuse that he didn't tip the game by throwing out one player. Now he
