Sure, because no one's bought league-wide, exclusive, national broadcasting rights there so the teams are free to air their own in-house produced broadcasts and/or sell the rights. I worked in lower-division sports for many years doing play by play and that's just the nature of the beast. Sky own the television rights to Championship matches so if they don't televise it live and/or sell their own broadcast rights on, no one is televising it. So it goes. Every Premiership match is televised somewhere in the world so there are always streams for those - but even there, matches that start at the time this one did aren't aired in England at all! If you're not at a ground watching, you'd have to dig up a stream even then.

It's not like how if in the States if ESPN or TNT don't show an NBA game how the teams can just puck it out to their local regional cable sports network. It's more like if the NFL (if they didn't show every game already) chose not to air a game, the teams couldn't then show it on their own local channels. ESPN Fox NBC and CBS own all of the broadcast privileges so if they told two teams 'tough shit' one week, they couldn't show the game on their own. It's not a great analogy because they DO air every game, but if they didn't, the teams couldn't show them.
