To be honest I don't even think he failed at Bayern or City for that matter. He was supremely unlucky not to get to the 15/16 UCL final in his 3rd Bayern season. One missed Müller penalty is what separated us from a face-off with Real Madrid.

It's the recruitment and lack of player development that really baffles me. He made a lot of players better at Bayern, but when I look at this City team today the quality of players at his disposal is imo a lot worse than what he had at Bayern. The main reason for that is City's and Pep's inability to replace Kompany, Fernandinho, David Silva and Kun Agüero.

You would expect a manager of Pep's quality would at least be able to develop two replacements from within by player improvements while the other two maybe get replaced by new signings. But none of that has really happened.
