People have been believing this forever, but they tear gas peaceful protesters even if there are no "provocateurs." They don't need an excuse, and like Seattle "banning" use of tear gas in their city, it's likely that CPD would use tear gas as well if crowds become large enough, regardless of if it's peaceful or not. A mayor's promise is just a show for the media, they have no real obligation to stick to it.

Also just a related opinion, I don't think it even makes sense that cops would want to provoke rioting & vandalism. Vandalism is genuinely really bad for the state (so by extension, the police department), and having a few people do it can easily result in a type of momentum that the state government is desperate to keep quelled. I think this was really just a narrative originally pushed to get people to turn against anyone misbehaving and to become distrustful of each other. What broke up the Black Panthers, ultimately, was paranoia.
