Not necessarily. As others have noted this is a very small town (300 inhabitants). Childbearing mothers are likely to move to cities where they have more economic opportunities. Let's just assume that it was 20 baby girls born consecutively with a 0.5 probability each time (0.520 = 0.00000095 => .0095 % chance). While .0095% is very very unlikely, it is still possible, and taking into account that there are over 2 million towns on earth you would expect some of them to experience this extremely improbable scenario. (.0095% X 2 million = 190 towns)

TLDR: Very unlikely, but statistically you would expect some of the millions of small towns on earth to experience such an unlikely gender imbalance.
