Is it me, or has there been a lot of Kickstarter scams from Hong Kong lately?

After the notorious Nelson-Benson Chiu scandal with the coffee machine and HK Gov. awards and backing, this is another high-profile (USD 2.3M across Kickstarter and IndieGoGo) scam that's verified to be from Hong Kong for the following reasons:

I have a policy of not paying for crowdfunding or early access games, so I don't really follow stuff like this, so can anyone tell me whether a disproportionate amount of crowdfunding campaigns run by HKers (not to be confused with "originating" in HK, since this "originated" in San Francisco) are scams?
