So, a complete word-for-word transcript does exist. So why did the White House release a non-verbatim, summary record? Why is there the note that it's a rough summary that "records the notes and recollections of Situation Room Duty Officers and NSC policy staff assigned to listen and memorialize the conversation in written form as the conversation takes place." on the first page?
