All of the words in you description contradict themselves. Idk exactly what you mean by "Brazilian briefs" briefs are generally more covered, definitely no side straps. Tulle isn't stretch unless it's some blend using spandex and then it's not tulle at all, especially if it has sequins attached, you can't attach something to a fabric and retain the stretch without a lot of careful work. Satin is notorious for being difficult to look nice when sewn over rounded edges and has very little stretch....maybe as a super weird bias tape?

The women's panties you described don't exist at Target, but the cheapo men's do...so maybe go to the type of store your girl is shopping at and stop saying that you can't find anything special.
