The term you're looking for is "syncopation". This is a song in 4/4 and the time signature never changes, nor does the tempo. What does change however drastically is that the song moves from stable pulses to heavily syncopated beats.

It starts with a dotted rhythm but what might make it sound weird is that rather than restarting the rhythm, it just does it across the barline. Typically this kind of syncopation is restarted when the next bar hits.

I struggled with this concept in an entirely different song that does the same thing but in a much slower setting. Technically the tempo is just really slow and it doesn't really do it across the barline, but in slow tempo like this, similar confusion can happen when it doesn't restart on the third beat.
