When the profits start rolling in and the investors capital is finally making money after years of losses, you think it would be a good idea to then steal their investment? You think that will encourage future mine development and exploration by private enterprise? Or you think the Mexican state can afford all of this whilst struggling to even pay basic necessities to their citizens.
