Is MGSO enough?

There are only a couple I like to add, just adds a few tweaks that MGSO leaves out, some of it is just my personal preference or just for fun, though, nothing super necessary:

Enchanting Made Possible - Makes it so you don't have to abuse alchemy to have a reasonable chance at enchanting your own items by modifying the values to make it easier. By default, even a master enchanter will fail most of the time making big enchantments, this fixes that.

Abot's Silt Striders - Lets you ride silt striders and boats between cities in real-time, kind of a fun diversion. You can hop off at any time along the way, too.

Smokable Skooma Pipe - Lets you smoke moon sugar with a skooma pipe.

And if the default movement speed is too slow, I like Run Faster because it doesn't change anything else, just increases the default movement speed for you and NPCs so it doesn't upset the game's balance.

And the mod I use to make cliff racers non-hostile is apparently not available on the internet anywhere, and I couldn't find a similar one that did that and only that, which is a shame. Might have to see about uploading that somewhere, but admittedly I don't know the proper protocol for that as it's not my mod.

Oh, and Tamriel Rebuilt is awesome, a huge landmass mod that doesn't interfere with the normal game, but adds an area that's about twice the size of Vvardenfell and full of some really awesome cities and places to explore.
