I was making a parody of his dumb radio ads.

From the article about taxes in his wikipedia, it looks like he raised taxes on cigarettes and cut services like crazy. So typical Republican ideals; cut services that help the poor and raise taxes that most directly affect the poor at the same time.

Mr. Bloomberg reiterated his belief that raising taxes would hurt the city in the long run by scaring away businesses and residents. But his budget does call for raising a number of fees, including the towing fee, to $175 from $150, and the fine for failing to separate recyclable paper from the trash, to $50 from $25. And it calls for raising the cigarette tax to $1.50 a pack from 8 cents. A pack of cigarettes now costs about $5, with the tax.
