Technically, yes. The NREGS defines the minimum wage of around Rs. 360 per day for 100 days of work (depending on the region and nature of work), and legally this is the floor price of labor. This is supposed to be revised annually, and states are sanctioned money under the NREGS from the Union government.

Practically, no, because employment for 100 days hardly qualifies as a wage, and most labor working under NREGA also work in the agricultural sector and as migrant labourers to sustain themselves. Plus, usual administrative inefficiencies remain, and some states (such as Jharkhand) fail to meet the minimum wage criteria due to lack of funds.
