Belichick has the final say on all football matters, he's the de facto GM- and he was hired in January of 2000, so he had time to acquire players he wanted from free agency, make trades, or cut players in addition to the draft that year. Also, he was with the Patriots in 1996, and the Jets from 1997-1999, it's not like he was unfamiliar with the team or its players.

None of which is relevant to your original claim: that Bill Belichick the GOAT head coach is somehow giving Brady all these awesome stats, despite having a single year of experience as a wide receivers coach in the 1970s.

Drew Bledsoe had a better season in 2002 after leaving the Patriots, but since he was a pre-dynasty player I guess that doesn't count.

Matt Cassel had a better season in Kansas City that netted him a pro bowl appearance.

Garoppolo and Brisset played so little in New England it's hard to say, but they seem to be playing just as well if not better elsewhere.

When pressed about why the Pats offensive passing efficiency went from 1st (with Brady) to 15th (with Cassel) and back to 2nd (with Brady again) you pivoted to the win/loss column. Maybe consider that the reason the Patriots have a basement top 10, more often than not top 5 efficiency in the passing game is because they have Tom Brady, not some magic voodoo that Belichick provides Brady to do well.
