It is unacceptable to expect an e-3 or some other junior enlisted personnel to be ok. Especially if they dont have very much time in.

No it isn't. Those are the people that have no expenses and should be saving almost all of their salary. Those are also the kids that got a hard-on for a new Camaro when they were 18 and had no savings and can't make the payments when they pay is late.

What about some if these guys that just had kids, and maybe or maybe not they have medical expenses that tricare wont cover, because its not like that happens.

Having kids before you can support them is the problem. There are no medical expenses you can pay if your salary arrives on time that you can't pay if you have just one month's salary in savings and your salary is one month late.

Maybe you should tell your subordinates that there have been ten government shutdowns since 1980 and there will certainly be another one. Tell them that shutdowns are a desirable part of a healthy government, and they should be prepared. Tell them that even absent a shutdown, they need savings and investments for medical expenses tricare wont cover, and to support their kids, and in case they miss a flight and have to buy another ticket, or they need a divorce lawyer. Tell them to save some money before they breed and buy a Kawasaki Ninja. Tell them that spending money on women doesn't get them the pussy like they think it will. Tell them that there is no excuse for servicemen, who make an average of $99,000 per year in total compensation, to be unprepared for a routine, predictable delay of one month in getting paid. That should take the sting out of being the supervisor in the room because you'll have all the answers.
