This will allow some upgrade room for the future,
CPU: i3 strong budget CPU with hyperthreading and intergrated gpu since the budget doesnt really allow for one.
MoBo: Pretty basic mobo but it will get the job done
RAM: 4GB will get her by for now, going to 8GB will help.
HDD: 1TB Drive pretty standard
Case: Corsair Air 240, really nice dual chamber cube case. Makes it easy to manage cables and keeps it looks nice on the inside. Can easily add some pink LED fans to make it stand out.
PSU: 500w Semi Modular,has everything she will need.
First upgrade i would do on this is get a dedicated GPU, a GTX 750 or 950 (assuming they are out at the time of the upgrade) would be a perfect fit given her needs.
