Minors with jobs shouldn't have to pay income tax.

Living wage and minimum wage are not the same and minimum wage is not based on the living wage. Some companies will pay the top brackets pay to lower age brackets. This means that some companies hire a bunch of kids for short hours to cut corners and possibly work you to the bone if you get paid justly.

-Workers aged 21–24 — from £7.38 to £7.70 per hour

-Workers aged 18–20 — from £5.90 to £6.15 per hour

-Workers aged 16–18 — from £4.20 to £4.35 per hour

-Apprentice rate — from £3.70 to £3.90 per hour.

These are true as of April of this year.

Basically almost no kids will be making the 11 + thousand a year to even pay income taxes. So here I guess even if it were law it wouldn't make much of a difference. Regardless of if it were made law they should still have to pay national insurance.
