Is mirai technically dragonborn, and does she have a case of the ulfrics?

I was under the impression that it is hereditary and that the imperial emporer line was dragonborn/dragonblooded due to that.

As I recall, “Book of the Dragonborn” claims that the Dragonborn emperors are not Dragonborn in the same sense that our character or Miraak is. They can light the dragon fire and use the Amulet of Kings as far as I’m aware, but not all of them can shout. Tiber Septim can, but it’s not clear that all of his descendants were born with the soul of a dragon.

In essence there are two kinds of “Dragonborn” in common parlance. One is a mortal born with the soul of a dragon (so they are literally dragons in all but appearance and can absorb the souls of fallen dragons . Plus no wings, so kind of a bummer LOL), and then the other kind has kind of a “mandate of heaven” to rule.
