This whole editorial assumes the voting populace is very savvy about everything going on. That is not who the GOP is targeting in the slightest.

They are more than happy to play the video of Bernie Sanders saying Nancy Pelosi messed up by rejecting a stimulus deal over and over again in ads.

Hell, the citizens would probably be even more pissed off at the $908 Billion deal, since it doesn't do a whole lot for normal people anyway. The GOP stringing along a deal probably is far better for their strategy than passing anything. They can just string along the deal for the next 4 weeks, and it looks like the biggest mainstream media (CNN, NBC, CNBC, etc.) appears to be more than happy to keep reporting that they are working on a deal.
