Still happens, a lot. Come to the US or another wealthy country, make a good chunk of money, then take a quick trip back to the "old country" and pick up a child bride, to bring back. My old boss had one, 30 years his junior. And when you live in a developing country especially, you see it happening all the time. Especially white foreigners in Asian/SE Asian countries. Philippines is bad for this. Mindanao is fine, but take a quick trip up to Cebu or someplace, go to a shopping mall in a semi-rural area, and wait.. you'll see your "relationships" with a 60-year-old man holding hands with a 14-year-old girl. Again, and again, and again.

The relationships where it's a rich immigrant going back to HIS/HER old country to find a spouse are much more wholesome than the predatory "westerner in Asia/Russia/wherever" relationships. In my opinion, anyway. If you're going to rob the cradle, doing it in your old hometown in Moldova or whatever is much more wholesome than going to a country where you've never lived and doing it, especially if you have no knowledge of the language, culture, or anything else, and don't care to learn. It's ugly.
