So the whole "cultural appropriation" thing has legitimacy. For example, if Country A oppresses the ever living fuck out of Country B, but then the people of Country A start taking elements from Country B as current fashion/entertainment, while still oppressing Country B - that's cultural appropriation. You're oppressing the people, the country and their culture...while simultaneously ripping off elements for your own edification. You're not 'embracing' their culture - you're stealing it.

Sometimes it can be tricky. Maybe you live in Country A, but you genuinely appreciate the people and culture of Country B. Are you personally appropriating their culture? Maybe not. Your personal motives matter. Maybe you their art and literature, and you enjoy partaking in it. I wouldn't call that cultural appropriation. On the other hand, maybe you're a chef and you rip off their spice palette to open a kitschy restaurant with over-the-top stereotypical decorations. That would be cultural appropriation IMO.

Context, circumstances and intent matters so much. The point is, though, that not all people that adopt or appreciate elements of a culture are appropriating that culture.
