I think also possibly the most important aspect is that no one really identifies themselves as being "white". Realistically, there is about as much "white" culture in Western countries as there is "asian" culture in China for example. If you ask a white people about their background they'll say Irish, Italian, French, Etc. Black people in America, Canada, Etc., have the distinct background of having the national heritage of their ancestors stolen from them. As a result of that, most Black person in the states are not typically practicing any traditions that have been passed on to them from prior to arriving in America, and at the time, all they would have been is Black. Today, that culture that was stolen isn't coming back and the identity that Black people in America have is Black, even to Black people they would just identify as Black. For that reason I would say it mostly makes sense to capitalize Black as it's often how Black people identify themselves
