But, as you put it, the Roman magisterium was exercised in that era "with clarity and easy to understand language. I said as a good thing. In contrast to the obfuscated language that Vatican II uses, which is condemned in Auctorem Fidei.

In the absence of any of the conventional language of theological censure, a decree of the Holy Office is a pretty pitiful authority to lean on while going around telling everybody what is or is not a sin against faith and who is or is not a Catholic.

Do you see words in opposite to how they appear? It clearly says

...and declared it abolished in fact, and they ordained that in the future no one shall venture to write or publish books or booklets that in any way whatsoever promote erroneous initiatives of this sort.

Literally, nobody, should write a book or booklet in anyway to promote the erroneous initiative (speaking of removing faithless from the Good Friday Liturgy). Why? Because it's at variance with the sense of the Church, the mind of the holy Fathers of the Church, and the sacred liturgy, the Most Eminent Fathers.

Communicating with Variance with the sense of the Church.... that's referring to them petitioning the Vatican to remove the word Peridious.
