The management company might not know, the person you talk to might not be telling them.

It is almost always public record -- you can look up the owner of your complex online. Google "my county" + "property records"

For example, Dallas County Central Appraisal District dallascad.org.

Find the owner. It won't be the true owner, it will usually be a LLC. But then you can google the LLC and trace it back to a human or a bricks and mortar company. You could take it up with them.

That's if you have determined it's the actual property management HQ that isn't acting on this.

Your county probably has a tenant's or renter's association. (For example, Texas Tenants Union/Renters Rights. Local one helped me several times, they are a non profit and I've donated to them in the past. They helped me file a case against a property manager in small claims court and I won.

They can point you in the right direction. Your lease may give you cause to sue for termination of lease due to hostile living conditions. This is a hostile living condition you are in.

You are not powerless. A police complaint may not be worth more than the paper it's on, but still, it will be the start of a paper trail. If anything happens to your car, or god forbid, you, then you've already documented the situation as a matter of public record. And the property management company didn't do anything about it.

Catcalling is bullshit, and sometimes there's nothing that can be done but pretend not to notice. However, if you are feeling threatened or even uncomfortable (it's your fucking HOME, dammit) then your property manager has a legal responsibility to you, AND to the owner of your property if it's different than the management company. It often is.

It's just not worth it to a management company to open themselves up to a lawsuit. Not from you, not from anyone who doesn't even live there that these jerks are catcalling.
